UDMR on Monday submitted to Parliament a draft law on the “transposition into legislation of the provisions on cohabiting peoples in the resolution of Alba Iulia of 1 December 1918”. It provides, inter alia, for the possibility of setting up separate development regions by law and these new regions can obtain “a special autonomy status for the counties that belong to historical regions or where a national minority has a significant proportion” .
Coincidentally or not, on Monday, the PSD lost the majority in the Chamber of Deputies after four MPs went to Pro Romania. Under these circumstances, PSD and ALDE will have to negotiate with UDMR on important projects.
Paragraph 1 of Point III of the Resolution of the National Assembly of Alba Iulia of 1 December 1918 provides: “Full national freedom for all cohabiting peoples. Every nation will be trained, administered and judged in its own language by individuals in its own bosom, and each people will receive the right to representation in the legislative bodies and the government of the country in proportion to the number of individuals that make up it, “UDMR said.
Therefore, the UDMR calls for the adoption in the urgency procedure of the legislative provision ensuring for the national minorities:
– Proportional representation in administrative institutions at local, county, national and European level;
– Proportional representation of national minorities in courts and tribunals;
– At the level of ministries, as well as at the level of their deconcentrated public services, ensure the recruitment / appointment of staff, including leadership, in proportion to the number of persons belonging to national historical minorities at both national and local levels;
– The autonomous administration of the cultural life, education and culture of the national historical minorities is regulated by the Law on the Status of National Minorities in Romania;
– The possibility of establishing separate development regions by law and these new regions can by law have a special autonomy status for counties that belong to historical regions or where a national minority has a significant proportion and which, together, meet the NUTS 2 requirements of Regulation (EC) 1059/2003.
“The UDMR believes that in the Centenary Year it is time for the principles of interethnic cohabitation to be transposed into law, as formulated in the Resolution adopted at the National Assembly in Alba Iulia. Democracy is based on the rule of law, and Romanian democracy can only be fulfilled if the provisions of the Alba Iulia resolution are implemented in Romanian law “, stresses UDMR.
