Oana Gheorghiu and Carmen Uscatu, the founders of the „Dăruieşte viaţă” Association, which is building the First Pediatric Oncology and Radiotherapy Hospital in Romania, accuse the Ministry of Finance of “mafia-style attack” against NGOs.
“It started by attacking NGOs directly. A mafia-style attack: you’re forced to fulfill the rules that can not be fulfilled. An attack that can block the HOSPITAL that is being built by 250,000 people at the moment, “said the founders of the “Dăruieşte viaţă” Association.
Oana Gheorghiu and Carmen Uscatu state on Facebook that Minister Eugen Teodorovici gave on March 15, without respecting the legal term of the public debate, “an abusive order by which NGOs must perform a bureaucratic procedure: to submit, again and again, documents that they have already lodged to the National Agency of Fiscal Administration, to prove that they have no debts to the state (although the National Agency of Fiscal Administration has all the institutions to block immediately your accounts if you have not paid in time) and, the cherry on the cake, to declare under their own responsibility that they are doing what they say, as if from the start it is presumed that NGOs are saying one thing and do another.”
They explain that the procedure is absurd and useless, but even so it can not be respected because the electronic statement that NGOs have to hand in, in order to appear in the Registry and be able to continue to receive donations and sponsorships, does not exist on the National Agency of Fiscal Administration’s website.
“It’s an unprecedented manipulative action by the Ministry of Public Finance. No public institution has ever made a law just to destroy certain entities. For when you give a law but not the resources by which it is respected, it is clear that you want to DESTROY. When the state attacks its own citizens, when ministers make laws to destroy organizations, democracy became wordless and the dictatorship is just one step away” added the founders of the Association.
All NGOs are required to register before April 1, 2019 in a New Registry created at National Agency of Fiscal Administration, following OUG 25/2018. However, this register does not exist, has not yet been created by the National Agency of Fiscal Administration, still the activity of any non-governmental organization not registered before April 1 may be suspended.
